Local Development Plan 2 (LDP 2)

The council has begun the process of preparing a new Local Development Plan for West Lothian - LDP2. The new plan will set out planning policies and proposals for the use and development of land across West Lothian for a period of 10 years. A timetable for the preparation of LDP2 has been published in March 2025 as part of the Development Plan Scheme 2025

Current/Live LDP2 Consultations and engagement

On 19 June 2025, West Lothian Council approved the Evidence Report (opens new window) for submission to the Scottish Government to undergo a 'Gate Check', marking a key step in the plan's development.

During the Gate Check process, a Reporter from the Directorate for Planning and Environmental Appeals (DPEA) will be appointed on behalf of Scottish Ministers to assess the report. This will focus on areas where evidence is disputed and will check that engagement requirements have been met. Following submission, progress of the Gate Check will be available to view on the DPEA's webpages.

The next stage of plan preparation will commence once the Evidence Report has passed through Gate Check.

During the spring, a Call for Ideas invited communities, developers and landowners to submit suggestions for sites and proposals to be considered for inclusion in LDP2. We are reviewing the submissions received during this engagement period and will provide an update on the timetable and preparation of the proposed plan and engagement opportunities following receipt of the Gate Check report.

NB: If you have already subscribed to be included on this contact mailing list since September 2018 you will not need to subscribe again. Key Agencies and Community Councils are also not required to subscribe as the council already holds these details.
