Who can apply for a bus pass?

Scotland-wide free bus travel was introduced on 1 April 2006 and entitles anyone aged 60 and over and eligible disabled persons age 5 and over who live in Scotland, to travel free on both local registered services and long-distance bus services within Scotland, without any peak-time restrictions. To apply, please visit NEC website (opens new window)

The National Entitlement Card scheme also allows for free travel for companions of eligible disabled people of any age (including children under five). More information on companion travel can be found in the companion (opens new window) section on Transport Scotland's website.

Please note, West Lothian Council have no discretionary powers to issue cards to applicants who do not qualify under the stated criteria

All 5 to 21-year old's will be able to travel free on the public bus network in Scotland.  To be able to use this service, 5 to 10-year olds will need to apply for a National Entitlement Card and 11 to 21-year olds will need to apply for a new Young Scot Card.

Asylum Seekers

People who are seeking asylum and live in Scotland can apply for free bus travel. The scheme is temporary and will run until 31 March 2026 and can be accessed using the National Entitlement Card (NEC). The funding for the scheme is limited so it may finish early.
