West Lothian Council previously operated Winchburgh Community Centre. Following a proposal from Low Port Centre (SCIO), a registered charity with a proven track record of managing community facilities, Council Executive approved a two-year community benefit lease for the centre.

Low Port Centre (SCIO) has now assumed responsibility for the management and operation of Winchburgh Community Centre and will continue to run the facility as a community centre. Existing user groups will continue to be supported, while opportunities will also be explored to engage with new businesses, community organisations and charities to maximise use of the building and expand the range of activities on offer.

The transfer represents an important step towards a sustainable, community-led operating model for the centre, in line with the council's wider aspirations for community facilities across West Lothian.

Leader of West Lothian Council Lawrence Fitzpatrick said: "I'm delighted that the transfer of Winchburgh Community Centre to Low Port Centre (SCIO) has now been completed. This marks an important milestone in securing a sustainable future for a valued community facility at the heart of Winchburgh.

"Low Port Centre (SCIO) has demonstrated its ability to successfully manage and develop community assets, and I am confident that it will bring that same experience, energy and commitment to Winchburgh Community Centre.

"I would like to thank everyone involved in making this transfer possible, including the former management committee, local stakeholders and Low Port Centre (SCIO), whose collaborative approach has helped ensure a smooth and positive transition."

Low Port Centre (SCIO) Manager, Andy Clark said:"We are delighted to get the keys for Winchburgh and begin the vital refurbishment work to fix the roof and upgrade the centre. We want to help the people of Winchburgh meet their own needs and aspirations through this community owned space. We are looking forward to undertaking this venture with Winchburgh Community Development Trust as our key partner. "

Low Port Centre (SCIO) engaged extensively with stakeholders across the community, including the former Winchburgh Community Centre Management Committee, which explored alternative operating models for the facility as part of the council's community centre review. The former management committee has worked closely with Low Port Centre (SCIO), sharing valuable local knowledge and expertise to help support the transition.

The charity has also developed a strong working relationship with Winchburgh Community Development Trust and other local partners, helping to ensure that the centre remains responsive to the needs of the community.

Low Port Centre (SCIO) was established by St John's Church, Linlithgow, to manage the Low Port Centre following approval of a community benefit lease by West Lothian Council in 2022. Under its management, the Low Port Centre has been successfully developed into a thriving community hub that includes visitor accommodation and a range of community services and activities.
