Consultation - Draft Conservation Area Appraisal (CAA) relative to the potential designation of a new conservation area at Hopetoun Estate and Abercorn Village
It was agreed at a meeting of the Economy, Community Empowerment and Wealth Building Scrutiny Panel on 8 September 2026 to consult on a "Draft Conservation Areas Appraisal" (CAA) relating to the designation of a new conservation area at Hopetoun Estate and Abercorn Village.
Hopetoun Estate and Abercorn Village have long been identified as having the potential to be designated conservation areas but, until now, this has not been progressed to allow for an informed decision to be made.
The Council has prepared a Draft Conservation Area Appraisal (CAA) to identify and record the special interest and changing needs of the area and establish its environmental and historic significance and heritage value, informing and providing the objective evidence required by the Council as it seeks to determine whether or not to designate a conservation area. This exercise will also inform preparation of a new Local Development Plan (LDP2).
While it will be noted that the draft CAA concludes with a recommendation not to designate a conservation area at Hopetoun/Abercorn (primarily because the area is already the subject of other heritage designations), it is important to be aware that the Council has still to take a decision on whether to endorse this recommendation. That will only be done after this consultation exercise has concluded and there has been an opportunity to consider any representations received.
